Even more worrying is the phenomenon of so-called outsourcing of services and their reliance on outside firms or in-house and then basing the service on temporary workers. The nice thing is that they want to believe that doing so saves the administration. Obedient soldiers who have no union representation, a salary which, if they're lucky, allow them to survive until the next month.
